In order to meet the innovation ability construction needs for urban rail transit, and improve the technical support for the safety of urban rail transit system, after approved by National Development and Reform Commission (No. 2016-583 document of the high-tech dept. of NDRC), and led by SinoRail Information Engineering Group, the National Engineering Laboratory for the Safety Technology of Urban Rail Transit System was jointly established by cooperating with Shenzhen Metro, Southwest Jiaotong University, Shenzhen YD Electronics Information Co., Ltd., and Sinorail Information Hongyuan (Beijing) Software Technology Co., Ltd. in an collaborative innovation mode of “Industry, Education, Research, Application”.
The National Engineering Laboratory for the Safety Technology of Urban Rail Transit System is the first national science and technology innovation platform taking system safety as the goal that planned and constructed by our country in the 13th Five-year (2016-2020). Facing the severe challenges of complex technical equipment, complex time and space distribution, and complex scenario displacement, this laboratory explores mapping urban rail transit physical entity system to network virtual space by utilizing “Software-defined” new generation of information technology, and reconstructs the processes of manufacturing and design, test and verification, operation and management, maintenance and service, etc., to form proactive safety methods and technologies for urban rail transit system.
This laboratory tightly combines with the long-term development and the realistic needs of the national urban rail transit, it insists on the research concept of “carrying out application basic theory research based on background, forming key technologies by combining with realistic needs”, and keeps the guiding ideology of “pursuing original research ability, technological breakthroughs, and industrialization of achievements”, it devotes to the safety technology of urban rail transit system, and by focusing on safety detection, proactive maintenance, operation management, emergency security, safety evaluation, and other aspects of urban rail transit, it carries out research on the innovative application basic theory and fundamental works in this field. A specialized technology system with “Six sub-systems”, “Three platforms” and “Four systems” will be established on the layout environment of the “Three places, four sites” in Beijing, Shenzhen and Chengdu, so as to form core technologies and equipment system that have our own intellectual property right and be suitable for our country’s conditions for urban rail transit system safety, and establish an international first-class research base for carrying out research on application basic theory and fundamental works in urban rail transit area, and thus provide a platform for the original innovation, integrated innovation, technology introduction, absorption and re-innovation, and high level talent cultivation of the urban rail transit field of our country.

The National Engineering Laboratory for the Safety Technology of Urban Rail Transit System focuses on the tasks of system safety design, train-railway-catenary status real-time acquisition, train operation safety evaluation, full-information networked train operation safety protection, operation safety decision-making, emergency rescue decision-making and disposal, massive passenger flow emergency evacuation simulation, integrated emergency communication, RAMS protection based on dynamic monitoring of full life cycle, etc., to seek for breakthroughs in technology, it builds international first-class technology research and development facilities for safety evaluation, safety control and maintenance, operation safety protection, etc., it constructs the system of technology, standards, equipment and integration capability with the characteristics of “beyond the limits” and “strategic highland”, so as to protect the safety operation of urban rail transit system.
The National Engineering Laboratory for the Safety Technology of Urban Rail Transit System is the most effective way to realize the connection, coupling, and deep integration of the upstream and downstream of the whole industrial ecological chain, it is a cooperative system that forms complementary advantages and cooperative development, it is also a technical innovation, scientific experiment and talent cultivation base and an international exchange center for our country’s urban rail transit in system safety field. Relying on the good infrastructure and strong technical foundation of the leading and co-construction units, and their advantages of abundant technology and talent resources, the laboratory is developing rapidly towards an independent road, and becomes domestic advanced level and international top-ranking level in rail transit system safety field.
Organize technical exchange activities for domestic and international urban rail transit, hold relevant technical discussion meetings, research and investigation activities; develop friendly exchanges with domestic and international technical innovation teams and science and technology workers; organize domestic and international meetings, lectures, investigation activities and training related to urban rail transit technologies, organize exhibitions based on technology development needs.
On the basis of the combination of voluntary certification and compulsory certification, and from the two aspects of “pre-station online projects” and “post-station offline projects” of the urban rail transit industry, to provide safety detection, inspection, assessment and certification services for those operation safety and public safety involved key equipment and critical components of the trains, signals, railway lines, etc.
Focus on the needs of safety protection for urban rail transit, to carry out research and development for new technology, new products, new materials and new processes, break through the restrictions in key technology, accelerate the transformation and industrialization of technological achievements, to provide safety protection technology and relative equipment for the construction and operation of urban rail transit.
In view of the corresponding system safety protection technology, standards, specifications, and product systems for urban rail transit system in recent years still need to be improved, and considering that the multiple factors in application scenarios, control and management, also on the basis of guaranteeing the high availability of the system and the continuity of the business, to provide related technical consultation services for the safety protection of urban rail transit system.
At present, the laboratory has organized a high-level scientific research team with interdisciplinary advantage, reasonable structure, and the characteristics of hard working, united, cooperated and innovation-oriented, the team has the abilities of application basic theory innovation and making breakthroughs in core technology. The laboratory brought together a group of young and middle-aged excellent technical talents, such as national academicians, national project survey and design experts, experts from the Recruitment Program of Global Experts, scholars from the Cheung Kong Scholar Program, winners of the National Science Fund for Distinguished Young Scholars, and other national high-end talents, it has important influence in the field of urban rail transit system safety at home and abroad, and has laid a good foundation of talents and team for sustainable development of the laboratory.
